Due to the much higher level of air movement on the coast, the emissions from the lumber mill don't stick around (in fact, you won't even see them all that much because it is so foggy so much of the time). They might be an issue if you live right around Railroad Ave, but in the rest of the city you won't notice them.
You'd have a difficult time trading up to a house on the coast because of the huge differences in land value between the Rogue Valley and the coast. You'll have to sell the home you have now and buy what you can with your equity.
