Sandy is just outside the Urban Growth Boundary, so it's grown up a lot due to urban sprawl in the past 15 years since I lived there. As far as culture, it's just like any other suburb of Portland. Possibly a bit less crime, less public transportation, more traffic on weekends and during the winter due to tourists and skiers passing through. Maybe a few more red necks as something like 75% of Oregon's agricultural economy is generated in the area.
You have all the amenities of a city you need, although prices are just a tad higher. Commuting is a pain as most of the jobs are retail, farming, dependent on the tourists or the few small professional services that have offices in the town. Fewer dining options, mostly fast food and few independent family owned places, luckily few chains outside of the fast food.
Keep in mind that Sandy does get more snow then Portland, and this does shut things down in the winter more often. Doubly so with the number of hills in the area as they all ice up.
