We have sold our property in CA and will be moving back to Oregon soon. Does anyone know why property in Lebanon is cheaper? Is it due to possible flooding?

I am also curious why it is still so affordable since it seems fairly close to other cities. I am looking at making a change and since renting with dogs seems to be such an issue I am wanting to find a place to buy and settle in.
How safe is it there for a single person? Seems there is still property available at a reasonable rate and there are job prospects for me in the area...
