Default Northwest Oregon Towns/Areas of Portland

My husband is taking a job in sales where his market would be Portland/Vancouver.

We have two children so good schools and low crime are big factors for us.

We would like to find a town/area in the Portland or somewhere along the border there East or West that has a small town feel with less traffic. We would like to find something with character, charming downtowns etc. But they can't be too remote because he'll need to access the freeway pretty easily for work.

I know this is a tall order, but any suggestions?
