In some cases zoning changes are necessary. A landowner that holds a tract zoned agricultural within the UGB needs to petition for the zoning to be changed if he or she wants to subdivide for residential. Also, the city has the right to refuse development if it is determined that water, sanitary sewer and storm drain facilities aren't adequate for the proposed development.

I'm not arguing the validity of these changes, just stating that the City Council's hands are not completely tied when it comes to development within the city, as you are suggesting.

Default Interested in Moving to Oregon

Would love feedback on towns/city suggestions. Looking for medium amount of rain. Lakes/rivers or ocean. Town without alot of traffic. Need culture though and a good education level. Very friendly community. Sort of New Englandy in feel perhaps. Nice mix of culture. Good lesbian/gay community. Arts there or nearby. Would love several acres of land. Have horses, but could board them if not on the property. Beautiful surroundings. Nice people with interesting lives. Dog friendly, have a golden retriever.

Suggestions? Thanks for thoughts.

If you have a few hundred thousand dollars, try Ashland. It has the largest gay/lesbian community in the state, with the down side that it also has the highest incidence of HIV infection in the state, and also the highest housing costs in the state.

Eugene is pretty liberal, and at least you wouldn't have to conceal your sexual preferences while in town, though the surrounding rural communities are much more conservative.
