If a person, that has no insurance or is on MEDICAID/MEDICARE, is on LIFE SUPPORT and the prognosis is GRIM at best, Does the government have any say so over when to pull the plug? If not, should they and when should they be allowed to exercise their option?

No, the government does not get involved...
The court might get involved when the doctors and next of kin disagree with treatment.
