We have been thinking of buying a townhome in windermere area. Of course the price is much lower than a single family home. My main concern is if we bought into one, how likely is it that we will see actual neighbors not tourists renting the places for vacation.

If it's zoned for short term rental, you'll be likely to be living next to a new family every week. If it's not zoned for short term rental, your neighbors will be the owners.

Look at tha HOA bylaws. They will usually state if vacation/short term rentals are allowed in the community. Many forbid it.

If you are looking in the Windermere area, they will not be zoned to allow short-term. Windermere is an area for people who live in Windermere, not an area that caters to tourists. You won't have anything to worry about in termes of your neighbors moving in and out every week.

We live in a Lake Burden town home and don't have that issue at all. I love it!
