I can't address some of the questions specifically as I have never lived at Sun Lake, but pretty much always in Florida the water bill is included in rent. Electric and cable/satellite TV are almost always separate too. The area and Lake Mary in general is quite safe and really no concerns there. The community appears to be well kept up and has good reviews from what I can see (and have heard). Bear in mind with apartment rating sites that those with an ax to grind take the time for nasty reviews and there really isn't a lot of incentive for those with positive experiences to write good reviews. Sun Lake is probably what would be considered high second tier in terms of apartments in the area, so would feel pretty confident of the upkeep and professionalism of the management company.
