What experience does he have other than military applications? If he's only worked within the military spectrum, he might try companies that do government contracting.
Keep in mind that a lot of I/T people have been laid off in the past six months in this area, and most employers prefer local candidates. Careerbuilder is a good place to begin--I've seen a lot of local I/T jobs listed there.

great answer, i'm in IT and as i've mentioned likely moving later in the year...
a degree in IT doesn't say anything, you need to know specific skills, possibly many of them to get a job nowadays..
