I see a lot of filling starches, but where are the fresh vegetables, fruits, lean meats? You might be eating, but how healthy is it?

I see in her meal plan homemade soups, which generally contain vegetable, and either meats or beans (both good proteins which she uses on a nearly daily basis)
I also see she makes her own breads (can you say, no preservatives or additive of the artificial varieties - which is what causes our cancers and diseases)
I also see gravies - which are sometimes served over meats.
The Typical American version of 'healthy' can be done in various ways. The person is quite obviously, feeding her children's stomachs and brains, and their hearts. Her diet is alot healthier than some of us who buy prepared foods and serve up to our families as edible food, canned fruits and veggies, with chemicals galore in them, drinks with enough calories to stuff a pig with, and so forth.
And, not everyone can afford those lean meats you speak of, so she should be judged based on that?
I commend you qdogfball on the job you are doing! It's tough raising a family on a limited budget and you don't seem to be COMPLAINING like some can....instead you offer words of encouragement that it CAN BE DONE if you put your mind to it!
I think I may get back to using that bread machine that has been in the cupboard for so long now.....

I make my own bread--in moderation, it's not served in my house daily.
Tonights dinner: grilled chicken breast (on sale) dry rubbed with chili and cilantro and lime. Grilled tomatoes. Brined grilled carrots. I grew the tomatos, traded an abundance of peppers I grew for the carrots a friend grew, and bought the chicken breast in bulk on sale at $1.59/pound and froze.
You don't need to spend a fortune to eat well, but eating well doesn't include a ton of starches designed to do nothing more than fill a belly.

I don't know too many school aged children that would actually eat that.  Now, I would of course...when is dinner? LOL

It was just an example, there are lots of other things you can do with teh chicken that is more kid friendly but still very nutritious. Dinner's around six--want me to set an extra place?
