Dr Phillips is really an area, where Windermere is a small town. That being said Dr Phillips is nearer to the shops, bars and reataurants. Both areas are very safe. I live in Dr Phillips in Bay Hill and its a lovely area. Plenty to do for younger people and very central.
Both areas pretty muh run into one another though. |

Check the schools if you have kids, as they recently changed the school districts. You could be paying a LOT of a house and have crappy schools nearby. Dr. Phillips is nearby Sand Lake road and is part of Orlando. |
