Bliss, Club Firestone, Tabu, Ember, come to mind, but I think most if not all are 21+.

Maybe the Samba Room or Ceviche for salsa for under 21?

Might want to try Roxy. I haven't been there in several years, but I believe they allow under 21. I usually go downtown, but most of the places are 21+. There is one place next to Element that is under 21. Tell them to get fake IDs if you want to hit the numerous clubs downtown.

Fake ID's don't work, and many of the clubs will now prosecute those who try to use them.

Just try to explain to the door men that your friend is from out of town and you want to have a good time. It also helps if you know someone inside or go with a VIP. I have never had to wait in line or be carded so I won't know how things work at the door.
