I imagine that a lot of the cost is the environmental studies and permits you'll need to get to build a rentention pond.

Why would you want one? I guess you could start by calling your county to check on permits. I would think the whole permiting thing might depend on what exactly you want to do, afterall you'll be deviating rain run off away from getting on the street. So where will get the water to fill it? In order to actually keep water permanently I know they have to get pretty deep so I figure lots of $$ in moving dirt. Not to mention that you'll be looking at babying this thing once it is done; keeping that water "fresh" with aerators (otherwise you'll have a pretty nice bige, green and stinky pot hole) and then don't forget about the mosquitos....

Please provide additional information. Is the sole purpose for a water feature or irrigation source or a water source for livestock? What is your definition of small? 1/2 acre pond or the little black plastic ponds you can buy at stores? The term "retention" is usually used to describe a stormwater treatment system and part of large drainage area that consists of curb inlets, drainage boxes, storm pipe, outfall structures, etc.
