Just to clarify. It was obvious he was set on killing the victim based on his actually carrying it out not based on his previous actions.

That's what makes these acts so difficult to prevent.

Should the government put people in jail because they act strange and MAY commit a homicide? If so, for how long? Forever?

People need to realize that the government can't always prevent bad things from happening. If it tries, we will lose all of the freedoms we enjoy in this country.

good point, I misunderstood that. But you wouldn't have known it prior to the day the killing happened, thats what I was trying to defend, before that happened he was just a pervert/pest/peeping tom type. (Not to say those are good for society!)
