Mr. Jeff Foxworthy once attempted to educate the nation on what it meant to be a redneck.
Today you can find valuable resources and guides online to help you evaluate if you or a person you know is in fact a redneck:
YOU MIGHT BE A REDNECK IF ...
I'd take affirmative experiences with the examples in the above as "rebuttable presumptions" of redneckdom.

We discussed this topic about 6 months ago in another thread...
Redneck, in modern usage, predominantly refers to a particular stereotype of people who may be found in many regions of the United States or Canada. Originally limited to the Appalachians and the American South, and later the Ozarks and Rocky Mountains, this stereotype is now widespread in other states and the Canadian provinces. The word can be used either as a pejorative, often with a racist context, or as a matter of pride.
A popular etymology says that the term derives from such individuals having a red neck caused by working outdoors in the sunlight over the course of their lifetime. The effect of decades of direct sunlight on the exposed skin of the back of the neck not only reddens fair skin, but renders it leathery and tough, and typically very wrinkled and spotted by late middle age. Similarly, some historians claim that the term redneck originated in 17th century Virginia, because indentured servants were sunburnt while tending plantation crops.
