Seriously, it sounds pretty silly to me. Those traditional dresses probably cost a small fortune and countless hours to make. I'd hate to see what water does to them.

While I was traveling to La Paz, Bolivia, back in 1985, I didn't realize, until I got hit with water, and seeing the water on the streets, I had run smackdab into some kind of holiday celebration/ritual where they threw water from the tops of building, and balconies, at the pedestrians below.
But after I found a good hiding place, it was fun to watch!
