I've heard bosses at work,after coming up with some strange ideas being politely described as :
Being a few bricks short of a full load.
or
A few sandwiches short of a picnic.
or
A few cents short of a dollar

I used to work for a co. that made crystal chandeliers. Hence....
Not the brightest bulb on the chandelier.
Not the sharpest tool in the shed.
A few fries short of a Happy Meal.
