I'm so sorry, I cannot find your post now. I saw it on one of the state boards I don't frequent, then went to sleep & later, after 1-hr of searching, still can't find it. I thought I'd post to you directly & hopefully, you'll find this.

I was born in PA, but left at 14 & have been away for 30+ yrs. To keep a very long story short, I needed to obtain a new birth cert this year. If born after 1921, all PA birth records are kept in Harrisburg at the Health & Welfare Bldg. May or may not be a possibility for you, but, if you visit the office personally, you may obtain it same day. In any event, here are 2 websites to give you info. (I know you're not in Lancaster, but their site contains some of the info you need.)

I'm in Boston now, so I called the Dept of Vital Statistics & they gave me alot of info. From your post, you were given some incorrect info, I believe, as was I. It took 10 or so phone calls for me to obtain the following info, particularly as I was doing it out of state. There's even a 24-hr hotline for info. Some certs can be ordered online, others via phone & I had to do it via snail mail (to send original/copies of docs, as I also had a name change/correction, too), but it only took a few weeks to receive everything. All the info you'll need is on the below websites & staff at both offices are very helpful/informative:
