Sounds to me (from your description) that it is probably the shocks as well. While it may be ok to drive like that for a while, the handling capability will be reduced, thus making it somewhat unsafe. Also, the ride quality will be horrible, bouncy, clunking, etc. The good news though, is that shocks aren't generally that expensive. I'm not that familiar with Explorers, but on my S10, it's like a $40 part, and takes me 10 mins to change. If you have a strut in the front, that is a little more expensive and takes more time. Still I would think no more than $200 installed at a shop. Hope this helps.
