My advice would be: yes go ahead and put a plastic bag on your head. Make sure if you smoke to cut a hole for cig to hang out. (was always told that there is no such thing as nonflammable plastic)
Just to be on the safe side plastic would be LESS threatening while doing business at the bank.
If it is a comfort issue one could always put a few hand warmers in the bag.

As a teen, I once wore a plastic garbage bag during a down pour at Disney World--I refused to shell out the money to buy one of their rain ponchos!

I hate cold weather too, but I've never worn a plastic bag over my head. Hell, for that matter I'm no skank so I've never worn a brown bag over my head either and no need for a double bagger here! LOL
BTW, Texas DOES get COLD in the winter. We had several days of freezing, icy weather here. Thank God I'm outta here in 9 days!

Yeah, whoever said "move to TX" must live in El Paso, the rest of TX gets nasty winter weather. I remember a big ol ice storm in Dallas and huge winter storms in Amarillo...

I wore a clear garbage bag once, for Halloween. I stuffed it with balloons and was a gumball machine.
And yeah, it did keep me warm, kinda.
