I am a permanent resident that moved to Toronto from Europe 2 years ago and I'm starting to find the city a bit.. noisy (and expensive, and did I say noisy?). I have been able to get some good Canadian experience as well having worked two contracts with a provincial ministry.

My question is, how would it be for someone like me to get a temp (or perm) contract with the government in Ottawa (city, crown, federal, province)?

I'm proficient in french but not fluent, need more practice speaking for that.

The federal government hires lots of temporary staff and as a (reasonably) bilingual permanent resident I am pretty sure you should fine and that they don't require you to be a citizen. Although they do carry out security clearance checks before letting you go work in government building. You might want to check with some of the temp agencies like Barbara Personnel, CLA or Drake to see if they have a citizenship requirement. But I'd be surprised.

Keep in mind that aside from being a temp, it's extremely hard (close to impossible) to get hired for a job in the public service of Canada if you are not a citizen.

Thanks,
I'll look into the firms you mentioned.

In about two years I am eligible to apply for citizenship so I guess it sort of would sync up with the possibility of going from temp to perm.

What kind of security clearance checks? When I migrated I had to provide (my perfectly clear) police records to CIC, is it the same things they look into?

I am not sure if it's the same security checks, but if you passed the CIC check it should be no problem.
