Something about kids and water. I just don't think I could relax leaving children as young as 8, even 11 unattended. Our clubhouse allows children alone 12 and older and I'm not even comfortable w/ that. I've seen the kids left alone breaking the rules doing flips and jumps.

Community pools are generally well supervised by staff. At least in my experience.
If the pool is staffed with people who actually are paying attention and your kids know the rules of behavior in public and are well-versed in water safety I'd say 8-9. But not for all day. For a few hours.
Going to the public pool during the week and the kiddee matinees on Saturday were my first tastes of "freedom". Worked well with my own as well.
My son is a lifeguard at a city pool. He's 15. He and his friends have been riding their bikes to the pool since they were in middle school. They stayed together as a group and everything was always fine, never any problems. Before middle school, one of us always drove them and stayed with them at the pool while they ran around and swam.
At our neighborhood pool, children may be at the pool without parental supervision at age nine, provided they pass the swimming proficiency test. They may supervise younger sibs at age 12. I would have no problem at all allowing my 11-year-old to go to the pool with friends. My 9-year-old, not so much!
