^^In addition to the fact that these kids have likely graduated from high school, maybe even college by now, that's very passive agressive.

OK, I missed that. My bad.

I know in my state a 16-17 year old driver cannot have a passenger unless a sibling (I think about the sibling, not sure if even then). So there's the solution to that problem. If that is not the law in JamDD's state, s/he can still say, "I don't want her driving other kids yet." Leave it at that; it should be pretty clear that little "Suzy" is not going to have a ride. If the other mom starts objecting, JamDD should hold his/her ground.
