The money you spend supporting said young mother for that mistake, or the money spent helping junior clear up that case of STD :-P. Seems a lot cheaper to just use a percentage to pay for condoms, and the excess can actually go towards other useful programs.

No. I can honestly say that said issue hasn't been a thought in my mind. But now that I think about it, I'm not particulary moved by that as much as I am about educating teens and then allowing them to make their own decisions and facing their own subsequent consequences. I can hoop and holler about plenty other things used with tax payer money.

I agree with the educating teens part. Sadly however a decent amount of parents don't do that which causes these issues.
I don't like it. Why? Because it almost "pressures" a teenage into sex. A male gets a condom, from the "bowl", takes it over to his prom date...."we are covered now.". She still has "choice"? Not really....if a couple has a relationship, hopefully this is already planned. If not...it is awkward.

Why would she not have a choice ? I can't imagine anyone seeing a bowl of rubbers and suddenly decided now is the time to hump.
It really doens't bother me they are doing it one way or the other. I think making sure kids have access to them is ultimately better then not having it. Stigmas of prom and everything else aside, I'm sure there is going to be at least one couple there that gets caught up in a moment they didn't plan for and chooses to have sex. Being caught up in the moment, often means not thinking clearly and the chance of saying "we don't have protection let's not do this" probably doesn't happen. This way everyone is "covered" and at the very least they can use them for balloons or something.

Hopefully she does still have a choice, but why add to the pressure of a night already fraught with drama? I would not be concerned about the "couples" already in a relationship, but more so the poor boy or girl who sought out another single to ask, and now might feel the dance itself is not the end, but the beginning of the real party.
In this particular case, it really isn't that big a deal. This is an alternate school where the principal feels the condoms might save some kids' futures. I have to laugh though, there are 130 students and he's offering 500 condoms.
