I'm the mother of a toddler girl. We were recently given several bags of clothes by some relatives. There are about 5 skirts that I would describe as "mini skirts."
What do you think, are short skirts for toddlers appropriate or not?
Over a pair of leggings or tights? Why not? I had trouble keeping clothes on my toddlers, period. I would never ascribe an inappropriate label to toddler wear. What's the most that will show? A diaper?
I've never heard of a short skirt on a toddler being too revealing. In cold weather isn't the child in leggings also? Of course, leggings without a skirt are also all right on a toddler. Or no leggings.

This is your toddler so put the clothing on them that you are comfortable with them wearing.
Do not count on a bunch of random strangers to tell you if a clothing item is appropriate for YOUR child.
Well...if they're truly still "toddling", it's most likely more practical than something longer. If you look at old pictures, dresses and skirts for toddler and preschool aged girls have traditionally been quite short. Heck, look at Shirley Temple....
