Some kids need more sleep than others. When my daughter was in kindergarten, she didn't go to bed until 10, but she took a three hour nap when she got home from school, which really works out to about the same amount of sleep.
At some point, that kid will outgrow the need for that much sleep, and he will either start getting up and playing after he's supposed to be in bed, or his parents will change his bedtime.
Doesn't mean they'll get what is recommended. I always had a set bedtime for my kids when they were younger, but my older child could never fall asleep before 10:30 - 11 or so. All through middle school and high school. She would be up at 7, complain a little but was fine throughout the day. Unless we are allowed to start dispensing sleeping pills, the sleep need charts are useless.
Most schools end between 2-3, which gives him plenty of time to do his homework.
Depending on when all parents get home, she may feed him early or they may have enough time to eat together, plus watch a little bit of TV.
It does seem a bit early to me, but maybe she makes him get in bed between 6:30-7, but he's allowed to read or something until another time. Even if not, I'd rather hear about this than the parents who routinely keep their kids up until 11pm or later, then wonder why mornings are hard. Maybe she's learned through trial and error that it takes him awhile to go to sleep, or he needs more sleep than other kids.
To be clear here -- I don't mean that all kids who stay up til 11pm or later have trouble in the mornings or that their parents are to blame. I was a terrible sleeper (and still am) -- so my mom would make me go to my room early, but I could never fall asleep at a decent hour.

Umm, it's a recommendation not law. Do what works for your family.
I don't have any kids but I've got a friend who has a 7-year-old boy. She says she puts him to bed between 6:30 and 7!
Am I just going crazy or is that SUPER early? That's almost unfathomable to me.
When I was little we normally ate dinner at 6:30 or 7. How does this kid even have a chance to do his homework?
To answer our question my kids do homework right after school or right after extracurricular activities, dinner at 6:15, showers after dinner and then they spend some time with Dad and to bed at 7:30. Older one reads for 30 min and lights out.
To me that is super early. I work and always wanted to spend time with my kids. I would wonder if the very early bedtime is to avoid having to deal with the child.
