I agree with the majority (who woulda thought?) #3. Adding, if you become good friends with the parents and they seem concerned THEN you might mention it.

That's you. But he has no way of knowing what type of people the neighbors are. For all he knows, they give the kid joints. "Now remember, Tommy; you can't smoke it until you finish your homework!"

That's why I would opt for #4 -- "Mind my own business"

That said... if I discovered someone was giving or selling MJ to my kid, I'd take immediate and direct action. But someone else's kid? Nope.

I definitely wouldn't want to introduce myself to the neighbors by saying I'd seen their son smoking a joint.

There's a good chance the parents already know and don't care. If they don't know and the kid gets in trouble, then you have to worry about a little enemy with lots of free time living next door.

You did it when you were younger, you survived, and this kid will be okay too. This is probably a stage he's going through. He'll be over it soon or grown up and moved out eventually, but you'll probably live next to the parents for a long time, so if you make things awkward between you and them, it could be awkward for years.
