You know, this post isn't making any sense. Your live in a high rise, yet you threw your son out.

He can be heard screaming from outside that he is cold, etc. How can you hear him? Wouldn't he be disturbing the neighbors also? Who is going to put up with that for several hours. The neighbors could call the police Wouldn't he just come back into the lobby with the next person that entered or left the building assuming you have a locked lobby.

As for the dog, it's Yorkie. As someone up thread just noted, litter train it or use pee pads.

Sure it's effective, but is it right?

I don't think a kid feeling unsafe (that he may not have somewhere to live) for something as simple as not doing chores, is right. Too extreme. Give him a home and warmth and food (life necessities) and take away something he enjoys for a while.
