"Networking" is personality based. If you're a type A, bold and loud it works. If not, it doesn't. Can it be taught? Maybe, if one starts early, but if someone's personality is NOT to push themselves on top of other people, it won't work.

Huh....good thing you did not tell that to one of my kids. He is an introvert, is most comfortable by himself or just one good friend. Hates crowds. Prefers staying in to going out. Will pick up and read a book over gaming or listening to music or watching TV. Quiet. Studious. He's always been this way.

And yet....he has an amazing network of associates, both from his university and within his profession. He landed his current 6 figure position through networking, not through his school's career center. He knows an amazing number of professionals in his field. When he wants to, he can "turn it on" and work a room like nobody's business. Good thing nobody told him networking wouldn't work for his introverted personality....
