High school kids have nothing good in common with a 11 year old boy. Nothing good is going to come out of that except some form of exploitation.

Your brother likely hangs out with them because he gets a kind of recognition and attention he craves that he doesn't get elsewhere.

Perhaps YOU should meet your lil bro at school and walk him home. Then, TALK to your parents about your concerns.

Why not just meet these high schoolers and get to know them? You might find they are okay and not particularly interested in your brother. Or maybe they are looking out for him also. Or maybe they are trash. Whatever. You shouldn't judge if you don't know. and we have no idea what kind of neighborhood you live in.

Does your brother have money from a paper route or allowance? There IS a chance he's buying or sharing pot or possibly harder drugs with these guys. He certainly isn't too young to start experimenting. He probably thinks it's cool to hang with the "older" guys.

Yes, I'd speak to your parents about this for sure. Someone needs to find out some facts and it shouldn't be up to you, his sister.
