I would send out a heads up to the rest of your daughter's troop to avoid this house, but would otherwise leave it alone. It would be helpful if they put up a No Solicitation sign, but as others have said, it could have been just bad timing and they wouldn't have normally reacted the same way.

It's kind of a joke in my neighborhood that people put up No Solicitation signs, they usually say "except for Girl Scouts selling cookies" but for whatever reason, this woman didn't want to be disturbed and that is her right.

In my town, door-to-door solicitation is against city laws. Some people put up signs in their windows that cite the specific code, but they don't have to. Homeowners can still call the cops. I buy from any kid selling for school, and I buy Girl Scout cookies from whomever gets to me first. Wreaths from the Boy Scouts. Grownups with clipboards can pound sand,

Sorry OP. I'm with the majority. If nobody answers the door, accept it. Peeking in is rude.

Peering in people's windows is seriously intrusive. Your daughter has an opportunity to learn a lesson about respecting people's privacy, if you and your wife don't take it from her.

This. Sending a letter would be rude. Sending a "No Solicitors" sign would be beyond rude.

For all your wife knows, which is NOTHING, someone in the house could have a contagious disease and the woman was warning you and your daughter to stay away.

The days of people welcoming door-to-door sales is long gone. Peeking in was not in anyway acceptable.

Peeking in the window is rude. I can understand your 8 year old not being aware but how do you and your wife not know this, OP?

I think it would be better if you and your daughter parked yourselves out in front of the local Safeway or Fred Meijer and sell your cookies there.
I bet you would make more of a killing than walking door to door.
