1. We got an Elmo potty in each bathroom and a sticker chart. It was less scary for him than trying to sit on our potty, plus we could go together.
2. The first 2 days he went completely naked at home.
3. The third day was just underwear.
4. I still used pull ups at bedtime until he woke up dry after 11 hours for a month.
5. He had been cloth diapered.
6. We taught him signs and verbal cues for #1 & #2 early on.

I think you just have to go for it and get rid of the Pull Ups at home. Tell her it's okay if she makes a mess a few times, make sure to leave the bathroom light on and toilet accessible. Reinforce over and over, "Pee Pee goes in the potty!" "Diapers are yucky!"
Quick update. After about a week of what felt like banging my head against a wall in regards to potty training, we had a breakthrough. I spent about 45 min. with my daughter in the bathroom coaxing and reassuring her that everything was okay and that there was no reason to be afraid. She finally went and things have progressed in leaps and bounds. She barely has any accidents and is eager to notify us when she does need to go. Perseverance paid off. Thanks to everybody for all the good advice.
Exactly what I was thinking....my daughter is almost 3 and is just starting to barely get the hang of it...
