Some guidance counselors are stupid and / or petty. Worse, because they are mandated reporters they are immune from any of their malicious or idiotic claims. Have a friend, no bull, CPS was called on her over jaywalking but, the school is at a sloppy intersection. She said even the CPS lady said the call didn't need to be made. In the end it don't matter cuz' when CPS get involved, they only care about checkin' their boxes.

The decline refers to calling CPS for such a small incident that could very easily have been handled with more compassion and understanding by the school themselves.
If you're so hot under the coller about how women are/were treated in the past/present, why not start your own thread?...could prove interesting.

CPS didn't do anything. Someone else called them, and they must respond to calls.

Not if they are, on their face, ridiculous. One son giving the other a hicky is, on its face, ridiculous. Or interviewing a child and deliberately mishearing "he (the father) put me on the stairs" as "he (the father) pushed me on the stairs" because the principal was upset about something else and wanted to stir the pot.

If a teenage girl likes orgasms, the last thing she's doing is having sex with a teenage boy.

It is absolutely developmentally normal to explore one's body as a teenager. To demonize it and make threats around it will backfire.

I do suspect there is more to the story, though...

My ex-wife was a CPS investigator it's a lousy job get paid like low 20k range a year have a masters degree with pile of student loans typically it's a first job out of college so the smarting folks don't stick around. You end up with the ones who stick around not the highest IQ in the bunch. Also lot of her co-workers I met they had lot of problems of their own many were molested as children they went into this field. With that being said there are good ones as well but you have to understand the job is incredibly stressful. The stories she told me about some of the folks she ran into were horrible but she had to remain completely un-emotional during the investigation because it could damage the case you would not believe that these things happen in the US. You have to remember that any reported case has to be investigated even as minor some teenager talking about sexual subjects. Best thing to do is work with the case worker and just talk to them most of the time that's all you need to do It's when you take a defensive position and argue with them it leads to problems.
