Not a huge problem, imho. I was a late walker. I've always been uncoordinated - it's kind of part of my ADD, I think, which can kind go either way, in my experience. I also wonder it wasn't partly due to a rather traumatic birth. Kids can be severely delayed and it doesn't mean much. I remember a relative was very worried his twins weren't talking much later than normal. Everyone assured him that it was because they were twins, and I just reminded him that his non-twin brother had not said his first words until he was good and ready.
I remember being worried about things like this. You probably wonder why others aren't so concerned... because its not a big deal until about 18 months.
Why walk if you can get someone to pick you up and carry you? Get rid of the walker and let him be more independent - if he cries a bit, that's just a tantrum and not like a baby who actually is needing something.

Walking is basically a developmental issue. For the most part, kids walk when they walk. Young toddlers don't have the thought processes above.
My nephew is 14 months old is not walking. He can stand up. But he always seems to want to be picked up instead. He would cry when he isn't picked up. He likes the baby walker. I was already walking at 10 months old my mother said. Should we stop picking him up?
I think boys start walking far later than girls so no I don't think it is something to be worried about. Make him walk around by holding his hands to keep him upright and move him forward so he has to take steps. Strengthen his legs by doing some physio with him when you change his diaper.

You don't need to "make" a child walk or do any PT unless the doctor recommends to. Of course when you're playing with the child, doing some walking holding hands is fun. One of my daughters had a little toy lawn mower she'd walk around the house with before she walked alone.
My nephew didn't walk until he was about a year and a half old. He's a nationally ranked 100 meter runner now at 11 years old. His dad was the same way I'm told. Some kids are just slow to walk.
Oh, this reminds me of those days.
OMG HE'S NOT CRAWLING YET! Something wrong!
OMG HE'S NOT TALKING YET! Something wrong!
OMG HE'S NOT WALKING YET! Something wrong!
OMG HE DOESN'T WANT TO EAT SOLID FOOD YET! Something wrong!
Stop.
Relax.
Wait... you're not even the parent?
Mind your business...
You could express you concerns to his parents (your bro/sister). They'll probably tell you to MYOB and that the doctor says he's fine.
