Yes, I’ve witnessed this with my family. I think it’s very inappropriate regardless of age. Every kid deserves to feel special on their birthday without someone stealing the spotlight. Is this becoming a trend giving a small gift to a sibling as well when it’s not their birthday? Kids need to learn the world doesn’t revolve around them and be happy for others celebrating milestones such as birthdays
I used to do that when my kids were younger. Usually I'd have the birthday kid pick out a small gift for her sister. I did it because I grew up in a house with fierce sibling rivalry, and I didn't want my kids to resent each other. It didn't cost much and it didn't take away from the birthday child's special day.
Now that my kids are teens, we don't do anything like that.
It's nothing new. My grandparents would sometimes give my sister or I a small gift on the other one's birthday. It never took away from the day. And it was always something small like a cute pair of socks or something similar. It's not like we ever got a new toy or game on the other's birthday.

This is a spin-off of the "prizes for everyone" mania. Sorry, folks life's not like that, and this is a gentle way for children to begin learning what should be a very basic lesson.
It never even occurred to us to give the other kid a present. The non-birthday child always had a great time helping with the gift and celebration for the birthday person.
