It's a stretch to jump to sexual abuse...even patting a diaper. I probably help my son too many times to count on my hip and was bouncing him unconsciously patting the front of his diaper. In NO way it was abuse. I'll try to find a pic of me holding him as such...
I'm familiar with the crotch hold. I just have never seen a random genital poke.
That pic means nothing. That could be a quick moment to hold him still for the pic.
In no way is that sexual abuse. I can say that as a long term childhood sexual abuse victim.

I wonder if you read all the other information about the family dysfunction, the child’s reluctance to go to the bathroom (a widely acknowledged sign of abuse) and the other casual contact with his genital area? Obviously this is one moment that could have many explanations, but it is one that the father decided to post online. I feel like if this was an accidental kind of contact a normal person with healthy boundaries about private parts would recognize this is not appropriate to post on the internet. I am also a survivor which means I might be hypersensitive. I appreciate your feedback.

Get her on video (camera phone), take some vacation time and get help for yourself (you're rationalizing child abuse), for the child and file a police report.

Thank you. Had I known I could attach a photo I would have done so long ago. This holding in position by the crotch is not the same incident as the patting. I’ve explained them as separate many times. The patting my husband and I both witnessed. We saw this photo on Facebook, posted by my brother in law. I have to wonder why he would post this. Does he think this is normal? Is he trying to show “us” something? It’s difficult to sort through.
It's not normal. The photograph creeped me out. It really did. Even weirder that they take a photograph of this.

Take the photograph and any other information to CPS. You can report anonymously if you are concerned about that. And trust me CPS won't reveal who reports things.
There is nothing remotely normal about that crotch grab. That almost looks like some teen boys bullying each other. That's a grip of domination, not a "petting" type scenario. Something untoward is going on there.

I think that without someone actually being present when the incident happened there really isn't much to go on. The picture is odd looking but whether she's doing that hold on purpose or whether it's just an unfortunate choice of hand placement while trying to hold the boy still is anybody's guess.
I take a lot of passport pictures at work, where parent's hands are not allowed to be visible in the picture, I see a lot of unusual holds as a result, especially with babies and toddlers.
I can see where this might raise questions but I think an awful lot of people are too quick to jump on this as sexual abuse. It reminds me of the time period in the eighties when everyone was jumping on the bandwagon thinking that their childcare providers were in devil worshiping cults.
I just want to urge the OP to proceed with caution and not make this woman's life hell without a thorough investigation and real proof, something more than an awkward picture.
It is not like that at all. Those are normal ways to hold a baby. And for people who think using penis is inaccurate or alarmist, it’s not. It’s exactly what she was doing - patting the penis through the diaper...the title and original post very clearly state it is penis contact through clothes. I think I attached the photo here. His head is cut off, but his expression does give some additional information.
It doesn't look like her hand is on his penis. Her main hand is on his leg with her finger on his pelvis. If her finger was to the right ,more and down I'd say yes.

I think they have a picture that includes the little boy, with someone holding him awkwardly. People are starting to act like this is some sort of kiddie porn shoot.
