Here is a great example of the paranoia our society has in the defense of women/children

DNA frees man who spent almost 23 years in prison for rape - Yahoo! News (broken link)

This man was in prison for 23 years and was just released because of DNA evidence-the reason he went? She testified in court against him. No amount of money could ever be enough to repay him.

Although this is an extreme example, it's another sympton of the same forces behind the law proposed in Maine

I doubt it, I do not know where you are getting your information, but it is likely untrue. Of course sexual abuse does lifelong damage to children.
