Yes, but again, in many cases, the people who take the children act innocuous. If someone wanders off, the abductor might act like a concerned onlooker and ask if the child is lost and needs help finding their parent... and then whisk them off. If they are in broad daylight with people around, chances are they arenít going to grab a kid so she screams and makes herself obvious to onlookers. On the other hand, there are many times when kids are screaming just because they are kids and that is what they do. That doesnít necessarily mean they are being abducted. How is an onlooker going to go if the kid is screaming due to abduction or just because they are having a tantrum and didnít want to leave the playground/toy store/candy aisle?

I think if adults saw an actual instance of a stranger abducting a child, they would act if they recognized it as an abduction. Criminals are sneaky and take children in ways that seem pretty innocuous to a casual observer.

The sorry truth is sometimes people will see something happen, and do nothing. Other times, people will insert themselves into a situation where there is absolutely nothing bad going on.
