It's a right (and personal choice) to have children or not, it's a privilege for other people to pay for them. No one has the right to abuse, kill, or neglect medical treatment for another person, even if they are the minors guardian...that is not acting in their best interest.

I think anyone who desires to have a child should have the right to have a child.
I am an advocate of exactly the same sentiments. Which is why I think adoption ought to be simplified so any family can just go and pick up and take home a child who is in need of a home, with a minimum of fuss. There is no logic at all to saying anybody can make a baby of their own, but only a select few can be entrusted with one that is already sitting there waiting.
But the other side to your coin, is that anyone who desires to NOT have a child should have the right to NOT have one, even if pregnant.
and, if it is a Privilege, who determines who "deserves" it?
I hope you'll excuse me for saying so, but the question is ridiculous. Having children is neither a right nor a privilege. It is a biological function, and therefore available to anyone who can avail themselves of it. Now, the matter of responsibility--that's an entirely different issue. I think it's fairly obvious that a lot of people are having children who shouldn't be. But whether or not they have the "right"...that doesn't mean anything.
I think this is an interesting issue, as far as governmental control over individuals rights with their reproductive organs. China is the obvious example of the government stepping in and limiting offspring.
We as a species are going to have to address this issue eventually. World population estimates paint a scary picture, given that we have finite resources on Earth.

If the person who desires to not have a child and gets pregnant with one I believe she should carry that child to full term and put the baby up for adoption. So the child would have the chance to live and thrive with a family who cares about the child. I only support abortion in cases if like the health of the baby or mother was in peril or if the mother was sexually assaulted.
Having children is a right.
Foisting them off on other people to raise and support is not a right.
Children do not have a "right" to a home, food, clothing, safety, except as their parents can provide. If parents cannot or refuse to provide these things, or expect others to provide them, then the parents forfeit their rights.
we could prob put birth control in the food/water supply, keeping people from getting preggers unless they took special pills.
the question then becomes, who determines who gets the pills?
we all know people that are horrible parents, and so many people have unwanted pregnancies.
would the cost outweigh the benefits?

There is no way this can even be discussed. Girls as young as 11 can become pregnant. How could anyone possibly know whether someone at that age would deserve or not deserve to have children.
I THINK ALL MEN SHOULD BE STERILIZED. Then there would be no question. Or maybe all boys at birth. That would certainly slow the population growth.

Why do some cultures have more kids then they can afford? The fastest growing population are Hispanics. They all have 6 to 8 kids per family....or more. Is it their right or is it their privilege to have more kids then they can afford?
When a family has so many kids that they have to get public assistance to feed them........now is it a right or privilege?

I too was not sure how to vote.
This is another situation in which I would say the kids should possibly be taken away.
That said, ALL Hispanic families do not have 6-8 kids and there are plenty of Caucasian families that have far too many children as well.
