Why not compare them to dogs if they keep on making noise and don't seem to understand a simple request to keep it down? I have the same problem with a neighbor who lets his dog bark all day in the back yard. Annoying and if the dog was ever barking at something important, we'd never know...

No your not being out of line. Your neighbor is being insensitive and just plain rude. I have neighbors with little girls who do NOT run around screaming at the top of their lungs (including my own daughter). It's just common neighborly decency....

thats bullpucky .. daycare by teenagers is ok as long as the kid is over 13 .. I would assume that the parents think the teen is able to do it and are ok with that type of daycare .. some kids are latch key kids would also be worthy of a call to the cps or the cops ? some manadated reporters think they live in a chinese village at times ..
Calling CPS usually isnt the first answer .. being a careing neighbor and just checking on the kids and being avable is the sitter needs help is common sense and should be the first line of help
