So a 34 y.o. man with a pregnant girlfriend, has just moved into his parent's basement because in this economy he quit a job because it "lost it's oomph"?! This is not a couple of dumb kids we're talking about. It sounds like a couple of lazy people. Sorry to be harsh but a 34 y.o. MAN with a family on the way, should be grateful for any job he has and be MANNING UP to support his pregnant gf.Here is the "right thing": marry the girl, stick with a job and deal with it. He needs someone to tell him to grow up and start living his life like a grown up. The fact that he someone needs to tell him that is sad.

They can not legally go after anyone, unless their name is on the cert, or a DNA test is done.

What I am saying is the state is going to ask about the father... they will question it and want to know who he is... just because the father's name isnt' on the cert doesn't mean the father doesn't exist.
To correct my PP - if your brother got laid off then I stand corrected. I interpreted "lost it's oomph" to leaving on his own out of job dissatisfaction. If that is not the case my apologies. I don't know anything about medicaid and benefits however, I would still think the way to go is to marry the girl and get whatever benefits are legally available, and continue looking for work. Just echoing pp's. It will go by household income and since she is an employee of the Vet, the vet's income isn't going to matter. If she applies for TANF and gets it, the state can go after the Dad for back pay. They won't go after the Dad for food stamps, WIC or medicaid.

..but.... if the vet is providing her housing and/or food costs, his income WILL be required/figured into her eligibility. She may be bartering her work for him in exchange for room and board, but in reality either she is going to have to claim the amount that she makes from him (which will decrease her benefit amount), or list him as providing her residence.
She's going to get caught eventually, no matter what lie she tries to perpetuate. Your brother should DEFINITELY put his name on that certificate.. if she is willing (and more than happy) to lie in order to scam social services, I would think he would be dumb to think she wouldn't eventually try something with the paternity, too. (And besides... does he realize that without his name on the cert, he has NO LEGAL CLAIM to that child? He couldn't sign a release for medical treatment, no claiming him as a tax dependent (when he does get another job), and she could up and deny him visitation any time she wanted to. Signing it now takes about 5 minutes. A DNA test and custody battle later on could take years... for who's benefit? Not the child. Not your brother. )
Brother spoke to old boss and discussed the situation and they found a place for him and it is NOT temporary!!!!!! He has an interview with a pizza place to deliver on weekends too!
The girlfriend lives with a WAR VET not an ANIMAL DOCTOR. His income is very very very low.
They are not trying to lie on anything. The only question for them was what are the benifits (if any) of my brother NOT going on the birth certificate if they are or are not living together.
Again, no one has any intentions of doing anything dishonest or illegal. My brother and girlfriend were being given bad advice and I was trying to get them on the right track and help them not fall victim to ignorance.

Bottom line, no matter who you are or what you're applying for if it is a gov't entity, DO NOT PROVIDE FALSE INFO - they will discover it on down the line and the penalty can be severe.
