I just roll my eyes at this....it is simply cultural. If it is not sexually related, who cares! We have plenty of shows with women from other countries with their breasts not covered. Heck, a person I know talks about visiting a village where he made friends during his career and it's so different with them walking around with cell phones hanging around their necks and topless.
Well maybe when a girl goes to the OB/GYN for her first pap when she becomes sexually active and the Dr. does a breast exam it won't be a SHOCK. For many it is.

Most countries do not see breasts as being there for the pleasure of men but for the needs of infants and it will take things like this to deal with the ignorance of the masses of this country

Biology kind of trumps the view of "Most countries". It's pretty much a fact of life that male humans enjoy viewing the breasts of female humans.
