I was on a two day bike ride over the weekend and was about to enter Altoona when this immense, imposing, creepy, fortress-like building emerged from nowhere. What is that?

No, it's not a mosque. It's associated with the Shriners, the group who wear the silly fez hats and do good deeds, such as running hospitals for children. To be a Shriner you have to hold the title of Master Mason in Freemasonry.

As Dawne said it isn't a mosque. It is used for the Circus and fishing and hunting shows. They use to play basketball games there but I'm not sure if they do anymore. I use to always go to the Circus when I was younger and would always watch the elephants walk into the building.

Downstairs they hold banquets, reunions, ect.

OK, anyway it just jumped out at me. It is a pretty imposing structure. Are there others like it in PA?
