Trying to decide between four N.Central counties for relocation and retirement.
Mckeon, Potter, Tioga, Bradford.
How can I find out which county offers the lowest taxes.

PA typically doesn't have County taxes that you're familiar with if you're from the South. You have to find out the taxes in the Boro/Town/Township and what school district you would be in. Two separate taxing bodies with different tax rates and due dates.

Seems awful complicated to me. So when you buy a house in one of the above counties, is it a crap-shoot on what your tax bill will be?
I'm afraid of getting lured into a deal and awakening to a "welcome neighbor" high tax situation.

All you need to do is talk to the local realtor where ever you are purchasing property and you should be able to get a good estimate. From everything I have seen around here when a property is up for sale, the property taxes are listed as well and if you don't see them, ask.

A lot of these school districts have a crapper full of legacy costs and highly paid bureaucrats so you pay for all that of course. Just as an example, Wellsboro, a town of mostly older residents with 2800 people and with some surrounding rural residents has a teacher payroll of $8.25 million. It doesn't take a math wizard to figure out someones pockets are getting padded. Add in a $50 million dump of a new high school that was unnecessary and a construction disaster and you can see you better be prepared to bend over and grab your ankles.

I also expect more attempts to raise property taxes locally due to the gas boom and gubment is salivating getting their hands in all of your pockets.

So yes don't take anything for granted. And be prepared to protest too.
