Being one of the lower state tax states means nothing when the local communities tack on local city income tax.

? NY schools are in better shape ? I am not sure where in NY you are speaking of, but we are from Western NY and now live in SE PA and our schools are far better than any in NY.

Pennsylvania has a flat tax, without exemptions. Most states have graduated taxes with big exemptions. That's the difference. Besides that, unlike many states, local taxes are not collected with the state tax.

I really hate the way people try to oversimplify the tax code to make their shallow political arguments.

You have to look at the total tax burden. Here's a comparison chart...
