Mount Joy is in the Donegal School District. It'd a decent school district, but a few years ago they overextended themselves and found themselves in a deficit - so they raised the school taxes. It made many people very unhappy!
Mount Joy is an easy commute to main roads and very quick to get onto Route 283, which would take you to Harrisburg. I don't know about the gun laws - I assume they are the same as anywhere else in Pa.

Pennsylvania law does not allow towns to enact stricter gun control laws then the state. So gun laws are going to be pretty uniform throughout the state.
