Hi everyone

I'm new international student in PA , I'm trying to buy my own car , the problem is that I can't buy a car without getting insurance , and I can't obtain insurance with having a driver license , which I can't get it without a car

I have an international driving license valid for a year , and I obtained driveres learning permit , what should I do ?

Can you go to a driving school and take the test through the school?

Our High School does an on the road course that culminates in the actual PA exam. Here's a school that I found doing a google search - School Benefits Philadelphia, PA Pennsylvania Driving School Why not just call them and find out? And then let us know

There is no requirement to own a car in order to get a drivers license

No, but you need a car to take the test in, I think that was the point.

Seems odd to me that you should need a US license to get insurance. Have you checked with several different insurance providers? They may have different requirements.

If that doesn't help then I guess you can try taking a driving test to acquire the license. No friends to borrow a car from yet? That would be the other way. You certainly don't have to take the test in your own car. I think some driving schools will allow you to take a test in their car but a) it costs a fair bit and b) they'll probably require a couple of classes too even though you presumably know how to drive already. It might be overkill for just getting familiar with PA and US conventions.

used to be there were people right at the test who would rent you a car to take the test

Go to a school or borrow a friend's car to take the test. You could rent a car and buy insurance at the rental agency but you'll probably need a major credit card. I rented a car and the people ahead of me were giving the counter guy a hard time because they had a debit card and no credit card and he wouldn't rent to them.

Some rental places will take a debit card, some won't.

Other than that it's true with your existing license and the international translation there's no reason you shouldn't be able to rent a car with which you could take the test.
