Default Establishing residency question

I've searched the forums and haven't been able to find an answer to my question. After looking at different jobs and places to move, I'm finally moving to the Philadelphia area at the end of the month to start a job I was hired at.

My question is about residency... according to the PENNDOT website, I have 20 days after establishing residency to get my car title changed, and 60 days for my license. But nowhere does it explain what the "residency" requirement is. Is it just having an address, or is there a certain amount of time that must elapse?

I'll be moving to Falls Township, right near the Morrisville Borough.

I've searched online as well, and I haven't been able to find anything. Any help someone can give me would be appreciated! Thank you!

What I took for my license:
ss card
birth certificate
2 utility bills in my name and address on it. i beleive you can use bank statement...
i went 1.5 years after moving to get my license and they never said anything, but i may have just been lucky. call a tags place or auto place and ask about car reg as i dont remrmber

According to the PA dept of revenue a resident is:
Revenue: PIT-03-035--Filing Status/Residency Dual Residency; Pennsylvania and Maryland

(p) “Resident individual” means an individual who is domiciled in this Commonwealth unless he maintains no permanent place of abode in this Commonwealth and does maintain a permanent place of abode elsewhere and spends in the aggregate not more than thirty days of the taxable year in this Commonwealth; or who is not domiciled in this Commonwealth but maintains a permanent place of abode in this Commonwealth and spends in the aggregate more than one hundred eighty-three days of the taxable year in this Commonwealth.

So it sounds like if you live here more then half of a year, you are a resident.
