I'd also argue tourism is most successful when it augments a thriving city (excepting vegas and disneyworld). Philadelphia has had a convention ctr and the liberty bell for many years but tourist took off when locals started using downtown themselves

This depends on the type of tourism and places like Yellowstone are huge tourist destinations, but not near any major cities. Of course Erie does not have enough public land or lake access to ever achieve the level of nature toursim that a place like Ely, Minnesota can with the Boundary Waters. With that being said, Erie has a nice blend of city and nature and I hope with the current re-development of the Erie Bayfront that there is a good amount of public access to the water as well as additional tourist attractions, shopping, and dining.
