Pheasant Glen is income restricted, but i walked by there all the time on the foot path out of Tudek Park. They seemed to largely be international student families. I never had any safety concerns when walking by there if that's what you're worried about. I guess maybe the groups of little kids could be annoying and loud, but certainly no more so than the college students you'd find anywhere.

If you're looking at Park Forest Apartments, consider Park Forest Villas from Park Forest Enterprises Incorporated as well. The trailer park is not an issue for either apartment complex. Cats are allowed at Park Forest Villas, and I would definitely consider that as a possible lower price option.

Sadly, as Lion11 says, it is true ... it is difficult to find good, affordable housing in State College. There are always sublets out there on Craig's List. The good news is that State College doesn't really have any kind of "high crime" areas where you'd have to worry about your safety, so long as you don't do things like buying drugs or picking fights with people. There are definitely properties in State College - Bellefonte - Milesburg - etc that could only be classified as dumps though, in buildings that are 100 years old or more and have not been kept up well. Park Forest Villas and Park Forest Apartments do not fall in that category.
